7) A truly awful washer & dryer. Drying often takes two full cycles, and the clothes come out with lent all over them.
10) The weakest excuse for community events. They're just putting something on the calendar once a month because they're required to, and there's no real thought put into it at all. The best they've done is free lunch at their office, but it's always from 11am-1pm. Who eats lunch at 11? And if you decide to go at a normal time like 12 noon, you get to eat food that's been sitting out for an hour. Seriously, management is a joke... they're not even trying.
Tapp's is a nightmare. Only live here if you like the following...
Great service... Our hot water heater went out Memorial Day early morning... The maintenance guy (very nice) was at my apartment in an hour... Since he couldn't get a replacement on a holiday, he took a water heater out of a vacant unit and replaced mine that day.
In regards to the management team: They have one evil lady leading that team, who charged us a $600 pet deposit, the day after our dog passed away, with the casual remark "oh, you'll get another one". Unforgivable
Tapps apartments on Main Street: There are 2 elevators one of which has been broken for over 6 months which they refuse to fix. The remaining elevator only works 1/4 of the time for the past 6 months. Capitol places does not return phone calls, emails, or adequately addresses the situation.
8) Not being able to reach anyone at the office b/c they never answer the phone or call back.
The building itself has a lot of problems, and I can tell it's poorly renovated. The floors are not level, windows let in and out air (might be due to the fact they were never fixed), and electrical sockets were not properly attached to walls. If you care more about style and appearance than production quality, then Capitol Places is fine. All of their apartments definitely deliver the aesthetic bang for your buck. Location is great. Facilities are safe. Maybe my experience was the only completely horrific one.
Their one saving grace is this... the maintenance guy is really nice & willing to help. Even taking care of issues on-call after hours, he kept a good attitude and stayed as long as he needed to to fix the problem.

First of all let me just say, I had a nightmare of an experience with Capitol Places. The staff was VERY unorganized and there was a lot of miscommunication between them with the move in. When Columbia flooded, my apartment got hit the hardest in the building. Water forced our window panes out from the walls and mold grew in the crevices. We contacted the administration multiple times, and months later they have yet to do anything about it. The building I live in has had multiple fire alarms go off at unreasonable hours (4-5 AM). The call box was also broken for several months.
5) Moving into an apartment that hasn't been cleaned.
3) Hearing loud music from concerts downstairs at the arts center until midnight.
Capitol Places is now under new management, which seems very involved with resident life and responsive to feedback. However, I will say that one month my roommate and I both paid over our rent amount (to pay for another month in advance), and Capitol Places never cashed our checks and instead charged us a $50 late rent fee. They did this to several of my friends and neighbors, who had also paid their rents, so I can't really say too much on improved office organization.
2) Reserved parking spaces that aren't monitored so anyone and everyone parks there without any risk of being towed, leaving you to fend for yourself to find a spot along the road sometimes two blocks away.
9) No grace period and no one-time courtesy waiver of a late fee like any other property management company offers. Not even if you get them the rent on the 2nd and have never been late before.
6) Poorly maintained common spaces. The hallways and staircases look like they haven't been cleaned in 50 years, the carpet is absolutely disgusting, the paint chips off the walls, and lights go out and they don't get replaced for a long time.
Avoid the Tapp's building at ALL TIMES. The elevators are always broken, and are unfixable. The year we lived there, they must have 'fixed' the elevator more than 10 times. It doesn't help, so don't believe the promise that they will fix it soon when they show you around.
